Having originally hit a wall with no leads back in 1999, the Sacramento Police Department now credits a diligent detective with bringing new life into the Alicia West case. By diving into cold-case files earlier this year, the detective, alongside Crime Scene Investigators, pointed a finger at Emil Ogg as the alleged culprit. Found clutching the past with the intent to solve it, the officers and investigators are standing with a new charge against time and oblivion.
