Horizon Blue Cross and Blue Shield of New Jersey — the state’s oldest and largest health insurer — agreed in a settlement unsealed Friday to pay $100 million to resolve allegations it systematically overcharged the state for years in connection with the healthcare claims of thousands of public workers.

New Jersey Attorney General Matthew J. Platkin called the agreement the state’s largest-ever non-Medicaid False Claims Act settlement and said the settlement would put new safeguards in place “to prevent Horizon from defrauding the state again.”
